Resolution CR 01/2000
The appointment of Léa Contier de Freitas as SIM Secretary is confirmed.
Resolution CR 02/2000
The minutes of the previous Council meeting are approved.
Resolution CR 03/2000
The draft minutes of the last General Assembly are approved for circulation among members.
Resolution CR 04/2000
Flagging should be used on data submitted to the JCRB for inclusion in the MRA Appendix C in two manners: UNDER REVIEW, for those data for which there is no consensus yet, and DEFERRED, for data for which no one else in the region had the capability to analyse. For all accepted data the column in the template should show the letters OK.
Resolution CR 05/2000
Steve Carpenter is to send a message to all MWG chairmen about the above flagging procedure, with the following considerations: flagging should not have a negative connotation and inconsistencies should be identified and a record made of the reason for them being UNDER REVIEW.
Resolution CR 06/2000
SIM Secretary is to contact the CAMET and ANDIMET coordinators on sending a report on their respective sub-regional activities for 1999.
Resolution CR 07/2000
The year 2000 meeting calendar is approved as follows:

· Council meeting 2nd to 4th May Rio de Janeiro, Brazil
· JCRB meeting 20th and 21st March Gaithersburg, USA (NIST)
· TC meeting 15th July Toronto, Canada (NCSL)

Resolution CR 08/2000
The President is to send a letter to NRC saying that taking into account that Alan Robertson is retiring next September and the importance of continuity of SIM's representation to the JCRB, NRC is encouraged to put forward to the Council a name to replace him. Approval should be confirmed by the Council by e-mail and reported to NRC. It would be desirable if the appointee, upon his/her confirmation, should also attend the next JCRB meeting.
Resolution CR 09/2000
The SIM delegation to the JCRB meeting to be held on 21st and 22nd March 2000, in Paris, shall consist of Alan Robertson, as SIM representative, and Hratch Semerjian, Ismael Castelazo and Léa Contier de Freitas, as advisors.
Resolution CR 10/2000
The document "SIM Comparison Nomenclature" is approved for use with the present submission of data to the JCRB for inclusion in the MRA Appendix C. The document shall be reviewed shortly after the submission.
Resolution CR 11/2000
The Document Distribution List was approved.
Resolution CR 12/2000
The Secretary Terms of Reference were approved.
Resolution CR 13/2000
Roosevelt DaCosta is appointed as SIM representative to the NCSL board of directors for a two-year term.
Resolution CR 14/2000
Armando Mariante Carvalho, President of INMETRO, is ratified as President of SIM, in substitution of Marco Antonio de Araújo Lima, for the rest of the term.
Resolution CR 15/2000
The electronic voting of SIM Reference Document no. 5, SIM Procedure for Review of Calibration and Measurement Capabilities submitted for Appendix C of the CIPM MRA, is ratified.
Resolution CR 16/2000
The new representative to the JCRB is to be chosen before October 2000 in order to get acquainted with the corresponding responsibilities during a transition period.
Resolution CR 17/2000
It is decided that travel funds shall be used either for airfares or per diem, not both, for each participant in any SIM sponsored activity. Applications for exception should be referred to the Council.
Resolution CR 18/2000
The Council decides to send a letter to the CIPM President in support of Ismael Castelazo's application to the post of director of the BIPM.
Resolution CR 19/2000
It is decided that the Documentation Working Group will write a procedure for electronic voting.

26th September 2000
Ocho Rios, Jamaica

Resolution CR 20/2000 Working Group chairpersons should seek the approval of the Technical Committee before conducting comparisons and of the Professional Development Committee before conducting training activities.
Resolution CR 21/2000
The Jamaica Bureau of Standards (JBS) and CARIMET are to be congratulated on the number of successful sub-regional activities conducted, in accordance to the SIM spirit of regional cooperation.
Resolution CR 22/2000 The SIM President, following a proposal of the Technical Committee, is to send a letter to Alan Robertson, recently retired from NRC, Canada, expressing gratitude for his excellent work as the SIM Representative to the Joint Committee of the Regional Organizations and the BIPM (JCRB) until September 2000.
Resolution CR 23/2000 The appointments of Ismael Castelazo (CENAM) as the SIM Representative to the Joint Committee of the Regional Organizations and the BIPM (JCRB) and of Hratch Semerjian (NIST) as his alternate, as forwarded by the Technical Committee, are ratified.
Resolution CR 24/2000 The Council strongly support the project "Metrology for the Americas: measurement infrastructure in support of free trade and protection of the environment for the Americas", considering that the multilateral cooperation as envisaged by SIM is important to the development of the metrology infrastructure in the Americas and strongly encourage SIM members to contact their missions to the OAS so that letters of support for the project can be produced.

Resolution CR 25/2000
The president is to send a letter to the BIPM asking it to put forward to WTO the importance of metrology to trade.
Resolution CR 26/2000
SIM is to distribute to members the draft text of the FTAA agreement and to warn them that the chapter of Market Access is under consideration and that it should be analyzed to whether it reflects what SIM member institutes desire for their respective needs.
Resolution CR 27/2000
The Executive Secretary is to study the advantages; disadvantages and implications of having SIM recognized as an OAS organization.
Resolution CR 28/2000
The SIM President is to inform all countries that the LMWG is formally constituted and that they should appoint a representative.
Resolution 29/2000
The Secretariat and those who contributed to the outcome of the OAS project are to be congratulated.
