The World Trade Organization Agreement
on Technical Barriers to Trade often
refers to conformity assessment
as a means for elimination of such
barriers. Implementation of a global
conformity assessment system can
only be achieved by establishing
a global metrology system that relies
on the mutual recognition of each
country's measurement standards
and accreditation system. It is
therefore imperative to include
metrology as an integral element
of all agreements aimed at eliminating
TBT's. Therefore SIM should take
a leading position in articulating
this need to WTO, FTAA and other
organizations involved in international
trade issues.

The SIM Council should invite representatives
from other RMO's to future SIM General
Assemblies to promote cooperation
and exchange of information among
RMO's, and to facilitate the mutual
recognition of CMC's and implementation
of the CIPM MRA.

The General Assembly of SIM unanimously
recognizes the outstanding work,
dedication and commitment demonstrated
by the presidency of SIM, under
the responsibility of INMETRO, for
consolidation of SIM objectives,
its development, and for promoting
the coordination and cooperation
effort with other Regional Metrology
Organizations to obtain SIM recognition
in the international community.
The SIM General Assembly expresses
its gratitude to INMETRO and its
President, Armando Mariante Carvalho,
for his leadership and support to
each member country of SIM.
The SIM 6th General Assembly thanks
the Jamaica Bureau of Standards
and congratulates them for the outstanding
hospitality and logistic support
they have provided to make this
meeting such a success.
