Report
BACKGROUND
Six members of the Interamerican Metrology
System (SIM): Argentina (INTI), Brazil (INMETRO),
Canada (INMS/NRC), Mexico (CENAM), the United
States of America (NIST) and Uruguay (LATU);
signed the CIPM MRA in October 1999. Subsequently,
Chile (INN) and Ecuador (INEN) have joined
the Arrangement, the last one as an Associate
of the CGPM.
Currently, NMIs from the following SIM countries
have published their CMCs in Appendix C
of the MRA:

REVIEW OF SIM CMCs
Acoustics Ultrasound and Vibration;
Photometry and Radiometry
SIM CMCs in Acoustics, Ultrasound and Vibration
(AUV), as well as in Photometry and Radiometry
(PR) were approved conditionally at the
6th Meeting of the JCRB, provided the review
process was finalized according to the rules
of procedure.
The
AUV Working Group (WG) sent their modified
CMCs to the BIPM in late April and they
are being reviewed by the other RMOs. It
is expected that a final decision will be
reached at the meeting of the CCAUV, the
first week of October.
The
PR WG modified the format of its submissions
according to the agreements of the CCPR
meeting, last May. The modified version
was circulated among the PR WGs of the other
regions and is currently under review.
Amount of Substance
The second submission of SIM CMCs in chemistry
was reviewed in a process that included
a meeting of representatives from APMP,
EUROMET, SADCMET and SIM, at the BIPM, in
August, plus a follow up conference call
on September 13. CMCs from NRC, NIST and
CENAM have been accepted and submitted to
the BIPM for publication in Appendix C.
Mass and Related Quantities
SIM submitted CMCs in mass, force, torque,
hardness, pressure and density on June 1,
2001. Comments from APMP were received on
September 5 and they are currently being
considered by the members of the WG.
SIM REVIEW OF CMCs FROM OTHER RMOs
SIM Working Groups have received for
review CMCs from other RMOs, in the fields
indicated in the following table:

WORKING GROUP CHAIRS
SIM procedures indicated that the Chairs
of our Metrology Working Groups will hold
that position for three years, after which
they may be renewed. A formal review was
due to take place during the General Assembly,
scheduled to be held in Miami, on September
18-19, 2001. After the unfortunate incidents
in the USA known by all, the General Assembly
was postponed for December 13-14, 2001,
also in Miami, FL. In the mean time, several
working groups have already indicated a
change in chairmanship. The table below
shows the names of the current working group
chairs.

IMPLEMENTATION OF QUALITY SYSTEMS
The "SIM Procedure for Review
of Calibration and Measurement Capabilities
Submitted for Appendix C of the CIPM MRA"
states that confidence in the quality of
the calibration and measurement capabilities
of a NMI is typically developed by an established
history of peer-reviewed measurement activities,
discussions among the scientists responsible
for the measurements, exchanges of visits,
and a sound administrative and operational
framework.
To assist the Technical Committee in evaluating
NMI capabilities, these may submit evidence
of quality and competence in the form of
an ISO/IEC 17025 quality system, accredited
by a body fulfilling the requirements of
ISO/IEC Guide 58, or equivalent, or by a
statement by peers from other NMIs plus
a statement by an expert acceptable to SIM
that the system to assure quality implemented
at the NMI in question meets basic criteria
and documents the quality and capabilities
of the NMI.
Currently, the SIM signatories to the CIPM
MRA have declared the following methods

At the last meeting of the SIM Technical
Committee, it was recommended that the Working
Group on Quality Systems be reorganized
with the following objectives:

Provide information for SIM NMIs, on quality
systems, their implementation and assessment
- Provide a forum for discussion and review
of quality system implementation in SIM
NMIs
- Transmit reviews of quality system implementations
to the technical MWGs, to be used as evidence
for the acceptance of CMCs
